Dale was born on May 28, 1938, in Calumet, MI, to the late John P. and Blanche L. (Gillette) Massoglia. Dale attended Michigan Tech University, receiving a bachelor’s degree in electrical engineering in 1962 and a bachelor’s degree in engineering administration in 1970.
