ISHPEMING — The Ishpeming City Council will enforce the five-minute rule for public speakers at its meetings by ringing a bell. Mayor James Tobin Wednesday ordered that a timer with a bell be installed so the public will know when five minutes is up. “Some people are almost as windy as I am,” Tobin said. The council Wednesday said a person can now bring up an unlimited number of topics during the five minutes instead of just two. The time limit is only for the beginning of the council meeting and people may reserve time to speak on agenda items during the meeting.
