MENOMINEE -- A Carney woman has been sentenced to 20 to 60 years in prison for sexually assaulting her 12-year-old daughter, according to the Menominee County Prosecuting Attorney's Office.
Rocquel Ann Irving, 39, was sentenced Sept. 4 by 41st Circuit Court Judge Christopher S. Ninomiya. Irving previously pleaded guilty July 7 to one count of first-degree criminal sexual conduct involving a person under 13.
According to court documents and information presented in open court, the abuse occurred over several months in late 2025 and early 2026. The case involved Irving and her boyfriend grooming the child with alcohol, drugs and pornography before the sexual assault.
Menominee County Prosecuting Attorney Jeffrey T. Rogg said the sentence reflects the seriousness of the offense.
"Ms. Irving is a deeply disturbed, deviant predator," Rogg said. "Her sentence needed to reflect the seriousness of the offense and, frankly, human decency."
Rogg said the sentence also sends a message that the justice system will not tolerate violations of legal and human obligations to children.
"I have handled severe child sexual abuse cases for 30 years," Rogg said. "This behavior causes severe, long-lasting physical and mental health damage to victims, who are always the primary focus of my efforts with a criminal prosecution."
Rogg said while criminal cases focus on perpetrators through charges that can lead to incarceration, mandatory offender registration and supervised probation, he continues to consider remedies that support victims.
He credited the young survivor for coming forward despite the circumstances.
"This conviction and sentence is due to the young survivor, who endured unimaginable pain, came forward with great courage and sacrificed her own privacy to make a permanent change for herself and likely others," Rogg said.
"This result brings justice to her and, to the extent the court system can accomplish it, rights a terrible wrong," he said.
