MARQUETTE — Problems ranging from littering to government financing were aired before Gov. George Romney in Marquette yesterday afternoon. The state’s Chief Executive was here to conduct his Upper Peninsula Conference on Local Government. Although the Governor suggested four broad topics (traffic safety, crime and delinquency, local government and water pollution), the discussion covered a host of subjects and consumed three hours.
