EPA rules mulled

To the Journal editor:

In the past six weeks or so, I have been reading articles about an Environmental Protection Agency proposed rule change to the Clean Water Act.

I have not seen or heard any mention of this in or from any of our local news reporting agencies. The agency, EPA, says that this proposed change is just a clarification of the existing act and rules.

Under the existing act and rules the EPA and the Army Corp of Engineers only have jurisdiction over “Navigable waters” all other waters are under State control. Under the proposed rule if any water flows by any means until it reaches and enters a navigable water then it would come under federal regulations and eliminate state control.

In my opinion this is not what our Constitutions calls for nor is it what our Congress seems to have intended originally. For more information on this topic go to the Farm Bureau website at (ditchtherule.fb.org).
