Menominee Township man charged

MENOMINEE — A Menominee Township man has been arrested and arraigned on the charges of assault with intent to murder and attempted murder after allegedly “intentionally striking” a man with his vehicle, according to the Menominee County Sheriff’s Department.

The man struck with the vehicle suffered multiple injuries and was transported to St. Vincent’s Hospital in Green Bay where he remains in intensive care, police said.

Ryan Joseph Phillips, 23, of Menominee Township, allegedly “intentionally ran over” Devon Scott Barley, 23, also of Menominee Township, following an argument over a $140 debt around 4:17 p.m. CDT Friday, police said in a press release.

Witnesses reported seeing Phillips leaving the paved driveway and driving on to the front lawn of N795 CR 577 “intentionally striking Barely with the front of the SUV and running him over,” then fleeing the scene in an SUV, according to a press release about the incident.

The Menominee County Sheriff’s Office, as well as the Menominee Police Department, and Michigan State Police Troopers responded to the scene. Menominee County Rescue responded, treated and transported Barely to the hospital, where he remains in intensive care after a “five-hour surgery for a broken femur, broken ribs, multiple traumatic wounds, and a bruised lung,” the press release states. “He will require additional surgeries to repair ankle and shoulder injuries once his condition is stable.”

Following the police response to the scene, a multi-jurisdictional search was conducted to locate Phillips and the suspect vehicle, a red Honda Pilot SUV. A drone was deployed by Vandermissen Aeronautical Solutions LLC to “search possible hideouts,” police said.

At around 7 p.m. Sunday, Phillips surrendered to sheriff’s deputies at the Menominee County Jail, where he was booked on charges of assault with intent to murder and attempted murder.

He is being held on a $250,000 cash or surety bond.

The suspect vehicle was recovered by police and has been impounded as evidence, police said.

Phillips was arraigned in the 95A District Court at 11:30 a.m. Monday, with Judge Jamo upholding the bond at $250,000 cash or surety.
