According to the Marquette City Police Department, officers were called to the area of the bike path near the Upper Peninsula Medical Center, located along West Fair Avenue, at approximately 3:15 p.m. July 29 on a report of a male subject exposing himself to women.

Upon arrival, police spoke with a female subject who stated she was walking down the bike path between Fair Avenue and Wright Street when she saw a man she later identified as Rowe walking out of the woods, exposing himself.

The woman said there was another woman on the bike path at the time of the incident. Police said she also provided a description of the alleged flasher, which officers used to successfully locate Rowe hiding in a garage off of West Avenue.
