MARQUETTE — A $5,000 wildflower planting in the Upper Peninsula as part of a special Michigan Youth Corps project is a waste of money, say local agencies short-changed by the program. The state announced $850,000 in Youth Corps “Blue Ribbon Opportunity Project” grants Friday, 15 percent of which will be channeled to the U.P. It is the project’s first year. And $5,000 of that will be used to plant wildflowers on state highways throughout the U.P.
